How to guess it?
The introductory text mentioned this was a Canadian frequent flyer program back in 1999. Air Canada already had a long-date affiliation with CIBC Visa as well as Diners Club (and later on, with American Express). The only remaining Canadian airline having a frequent flyer program affiliated to a credit card was Canadian Airlines. The word "Plus" in the phone number could have also been a clue.

Now, a little bit of history. The Canadian Plus frequent flyer program used to be affiliated to the Royal Trust MasterCard. This financial institution was bought by the Royal Bank of Canada in 1995. The credit card, being part of the old Royal Trust portfolio, was labeled as a Royal Bank Financial Group Visa (instead of just Royal Bank Visa). The card was never refreshed with the airline's new logo. When Canadian Airlines and Air Canada merged in 2000, marking the end of the Canadian Plus program, the card was replaced by the Royal Bank Visa AvionExternal link, a program designed to accumulate points not just on one airline, but any airline. It was eventually upgraded to Platinum, and in 2001, Royal Bank rebranded itself as RBC Royal Bank.
